Pretend you're an early 20th century Progressive advocate of Eugenics. Or pretend you're a covert Progressive Eugenicist today. You would want a 'purer', smaller and more pliable, worldwide human population. Right?
To achieve this Authoritarian Dream, would you 'trim down' the number of humans, especially the 'straggly' undesirables by: (1) making food more scarce, and prices higher, via restrictions, taxing and regulation, to starve off the 'weak' or 'weak-minded'? (2) Make energy resources and medicine more expensive via fear-mongering restrictive legislation, thus making general survival of the non-elite less likely? (3) Would you find reasons to prohibit life-saving solutions such as the use of DDT that would inexpensively save millions, and feed them less expensively as well(4) Would you promote "classism," "racism," "genderism" "nationalism" victim mentalities so that the inferior humans would destroy each other without you lifting a finger? Or firing a shot?
To insure 'pliability of the MASTERED Race' that remains, would you (1) From birth, separate them from any understanding of the existence, relevance, and importance of their own thought processes (2) Leave them devoid of techniques to use logic, rationality, and any meaningful form of historical perspective (3) make them wholly non-self-reliant, expecting to be 'taken care of' by wise, benevolent elite from afar? (4) make them envious and resentful of individual accomplishment, accumulation of knowledge and wealth, and believing that any individual happiness occurs at the expense of the collective?
If I were anti-humanity, anti-life, and greedy for power over those who dare be independent of me, I think that's exactly what I'd do. You?
